Step one place three blocks like this.
Step two add wings (trap doors) to the sides.
Step three attach a tail (lever) to the back.
Step four add some eyes (stone buttons).
Step five add the beak it is a player head named jarjenny to get it in vanilla do /give name 397 1 3 {SkullOwner:jarjenny}
Additional if you want you can add legs by placing an open trap door underneath the bird.
