Ima make a texturepack

Okay i got PAINT.net so i can make a texture pack. I can do the paintings, armor, and mobs, and most stuff. I just need some help with how to change the items you hold and how the blocks work when you paint them. Could someone please let me know how to do that, or send me a link on how it works. Of course since this is my first texture pack, dont go expecting a masterpiece, but i will try my best.
