What is Damage Indicators? Well, it's a mod which lets you see the stats of a player. This is useful for survival servers, hunger games, etc.
The question is: Should Damage Indicators be considered a hack?
Yes it should:
Not only does damage indicator see the health of a player, it could also see what effects it has AND shows a number for how much damage they have taken. In a pvp situation of a enchanted (enchant projectile prot 4) diamond armored player vs. an Iron enchanted (enchant prot 3) armored player, if the iron armored player could tell that the diamond person only had projectile based on how much his enchanted (Power 5) bow and arrow did, he could use that to his advantage. Also, if the Diamond player ate a Enchanted Golden Apple, the Iron person could see the effects, hide and wait it out.
No it shouldn't:
It doesn't see players though walls, protect the person using the mod, or make him stronger in any way. All it does is see the health and effects a player has. And if the victim is so angry about it, he could easily download it himself. Also, the mod has a block limit. It can't see 100 blocks away or something. Also, you can't see invis people, and you could see the effects anyway from the particles.
Conclusion: It could be a hack from the accessibilty of stats, however it has limits so it should be a mod.
