Minecraft and Bukkit

Was wondering why Minecraft is not simply developing a stable private server once they release a new version like they did even recently with 1.4.

Owners have to struggle and wait for update of Bukkit while the official Minecraft gets more players online on their servers. So this is the strategy, we get bugged developing to hold us down otherwise will be pretty easy for the "officials" to keep updated an emulator to Minecraft Server.
Well that's the living, we have to leave with what we have.
