okay so these are my upload rules. you don't hate on me just please tell me whats wrong respectfully. second i give you decent to half decent skins. these will change as problems arise so be sure to check back often. i will take respectful sugestions and or requests for skins and/or (if i ever get around to learning how) texture paks

Basically, click on "start", search "run", and type %appdata% to go into that file. Next, go to ".minecraft", where you should find "bin", in "bin", click on the minecraft jar file, and all texture files will open. Use "open with..." to open a texture file with an editing software. (I use Gimp 2.0).
