Some people who post "Texture packs" are actually mis-naming their creation. You see, there's a difference between Texture packs and texture tweaks. If you are simply changing a few items and not the entire pack, you are making tweaks not an entire pack. A Texture PACK I'd consider as more than one tweak to a few textures (Better tools, mobs, or stone) I'd consider that it as a complete change from the beginning pack. Otherwise....well.....not a texture pack....simply tweak or modification.
