Please help!

I have permissionsex and I just can't set it up, any chance someone else can? The server has factions and chestshop.
I want Default to be able to do things with factions like join, create, disband factions if they own them, leave them, and other things you think should be added. Also tpa, tpaccept.
Builder can change GM and bypass building protection. Also they can use World Edit.
Moderator can Ban, kick, disband other factions, join other factions without invite, vanish, teleport and other things.
Admins can do anything
Co-Owners can do Anything.
Owners can do anything.
Please help, I have been trying for weeks!!!
