I've been using GIMP - GNU Image Manipulation Program for quite a few years [Also legaly free under a General Public License v3 & later], but a quick look at pencil2D suggests it may have additional export options (GIMP is not focused on animation).

Of course! Pencil2d is definitely more focused on the animating aspect, rather than the art aspect, but I think it's a great gateway into the world of animation <33
