ResourcePackDownloader installation and setup tutorial

Quick tutorial on how to install and use ResourcePackDownloader, a plugin that downloads server-sided resource packs for Spigot.

Created by JB42300, it's a quick plugin that adds a command to download a server sided resource pack from a third party location like Dropbox and applies it automatically to the client. When the player logs off, the resource pack is turned off for them. If the resource pack version doesn't update before they next log in, it'll use the one already downloaded instead of downloading the same one all over again.
