Survival server. HELP!

Currently we have a faction server with a low population and we feel that factions is dieing out.
We are thinking about transferring over to a Towny server but aren't sure what the Minecraft community would want more; a faction server or a towny server. Also if we were to have a towny server what plugins would you guys recommend? Please make respond to this and thank you.
