I think Servercraft would be good, it seems to do best for small community Minecraft servers. However, if you want a decent Minecraft server for you and your friends to hang out on, I would recommend the Tier 4 package which is $23 a month. If you're running a public server, you'd want at least Tier 6, which is $45 a month. Both packages are really expensive, I would just consider setting up your server to run with your home computer. You will need to set up No-IP(google it) to get a server IP, and port-forwarding, and you need to make sure your home internet can handle it(most home internet connections can't handle more than 4-5 players max) and you' ll want to run the server on a separate computer.
If you have any more questions, you can ask me.

The issue with your ip changing would be fixed with No-IP. No-IP is a software the broadcasts an address, such as "holycrap.no-ip.org". No matter what your ip is, people can just connect using the address, and they'll have a live connection.

RAM is just the memory used by your computer as spare memory to store and retrieve stuff quickly, not Hard drive space, where you store music, pics, and programs on. RAM disk is a virtual hard drive disk made in your RAM, so you can store files on it super-fast, but it can take up a dangerously high amount of RAM in your comp. I wouldn't recommend using RAM disks.
