First make sure you have minecraft downloaded and have run 1.6.4 at least once.
Then install forge 1.6.4 here http://files.minecraftforge.net/
Use the intaller and install forge
After that load your new forge user
Then take the files from here https://www.dropbox.com/sh/6l50ck7ezmya3y0/oIvBhu1WaF
First take the mods file and replace the already existing mods file
Next load minecraft
Then exit minecraft
Then replace the config, flan, and hats mods with the dowloaded files
Then run minecraft and the mack should be installed.
Then install forge 1.6.4 here http://files.minecraftforge.net/
