You can now feed and breed fish in minecraft, just like any other animal.
All you need to do is throw the chow at the appropriate fish and they'll eat it right up, putting them in a very cuddly mood.
If these fecund fish come near a willing pal, they'll each produce another fish of the same kind.
(All items are 'dropcrafted', they are programmed to only craft when all the specified items are within about half a block of each other.)
All fish chow have the same base ingredients, nether warts, cocoa beans, and kelp, one unique item is used in each recipe.
Add some wheat to get Cod Chow!
Add a beetroot to get Salmon Chow!
Add a melon slice to get Tropical Fish Chow!

If possible could you set a specific block for the crafting? If for some reason you have all the needed items close to each other in the same chest and you break it. Then it would craft all of it into chow. Maybe a cauldron?
I have been looking for and asking about a datapack like this for awhile and it's really cool to see that it is possible. :)
I like the genetics suggestion and with some (more) scoreboard manipulation I'm sure I could figure out a good way to provide both genetic closeness with parents, as well as occasional randomness.
