Coded and tested only on the 26.3 Snapshot-7 version!
(Mojang changed the syntax for the worldgen files yet again, so it won't be compatible with older 26.3 snapshots)

Small datapack changing color of wool stairs at Abandoned Camps to be biome-dependent, following the color of sheep .
Due to some limitations of weighted lists chances for each wool color differ a bit from those for sheep.

Chances for each color in different biomes
Temperate biomes
(Birch Forest, Cherry Grove, Flower Forest, Forest, Meadow, Old Growth Birch Forest, Pale Garden, Swamp):

White wool ~81.5%
Light gray wool ~4.9%
Gray wool ~4.9%
Black wool ~4.9%
Brown wool ~3.2%
Pink wool ~0.55%

Cold biomes
(Dappled Forest, Old Growth Pine Taiga, Old Growth Spruce Taiga, Snowy Taiga, Taiga, Windswept Forest):

Black wool ~81.5%
Light gray wool ~4.9%
Gray wool ~4.9%
White wool ~4.9%
Brown wool ~3.2%
Pink wool ~0.55%

Hot biomes
(Bamboo Jungle, Savanna, Sparse Jungle, Wooded Badlands):

Brown wool ~81.5%
Light gray wool ~4.9%
Gray wool ~4.9%
White wool ~4.9%
Black wool ~3.2%
Pink wool ~0.55%

Note that some camps now blend quite well with the surrounding terrain, so they're a bit harder to spot from a distance or in forested areas.

You can tweak the chances to your liking per biome, wool color and the variant of a tent inside template_pool folder files.

Installation: as usual - drag and drop .zip archive into the datapack selection menu upon the world creation or into the datapack folder inside your particular, already existing save folder.

Compatibility: should be compatible with any other datapacks and mods, which don't touch template pool files for Abandoned Camps
.

I just followed the table from Minecraft wiki for sheep colors and it says that Pale Garden is a temperate biome and it also says that in the game files. And, I mean, it generates right next to Dark Forests, which are temperate biome too.
