as of 1.16snapshot hoes take damage from just punching with them, i hope this will get fixed to standard behavior (when something breaks instantly tool takes no damage)
if it does not work in any half-released such as: snapshot, preview, version try a full release.
it should work in 1.14.4 release
made an automatic crop gathering machine using redstone
and it doesn't get replanted
or a new aproach to automation: ultimate tiny farm
so...
i tried using the traditional way aka with hand to collect all the crops
and yeah
they won't grow back
sorry if that doesnt work for you even after that. (i made in on windows if you are using other system ask someone who knows how to make it work. and maybe post working version for others who might have similar problems)
