With this data pack you can fly in survival/adventure mode :D
Run /trigger fly to select a mode:
- fly up with shift (release = decrease)
- stay on the same level
- switch gamemode between spectator and adventure
- disable fly

- Updated pack version to 1.19 (still works in 1.14+, with small changes in 1.13 too)
- Improved performance a bit
- Fly doesnt get disabled anymore after server reload

You could for example create a team which has all players with OP, and add the teams name after the selector which enables the "fly" trigger for everyone: scoreboard players enable @a[​team=<your name>] fly

OP players can then use /scoreboard players set <Player> fly <Status> to enable/disable fly

You have to use /gamemode survival, there is no option in the menu by default because it could be used for abusing the data pack.
But you can easily change the adventure mode button to put you into survival mode.
