All players get a message and hear a sound when a new player enters the world or the server. If the player was already on the server, all players receive a message in the chat (and hear a sound).
In the file tick.mcfunction you can config the rules of server and the help.
All players can run "/trigger Info" to see the server rules, help, or other Info pages you created.

There's an argument on the playsound command which modifies the volume (from 0-100), you can lower that value or just remove that line completely.
