This is a REMIX of two of my other datapacks combining the two together, with tweaks and changes to both.
In case you are interested in the base versions, the links to these two datapacks are
Unreliable Border Minecraft Data Pack (planetminecraft.com)
Level Based Border Minecraft Data Pack (planetminecraft.com)

This starts off with a shrinking border, that will settle at 500 blocks of border. This is much bigger than my usual, and there is a reason for this.
Every time noon comes around, A series of rolls will occur. Two of those are to add points to either expansion or shrinking, with a 40% chance to expand, and 30% chance to shrink.
The major roll to be concerned about is that there is only a 50% chance the border will even ATTEMPT to shift, making the border much more static than either of the two datapacks this was based off of.

While Unreliable Border had a similiar feature, this is only one roll where Unreliable had two.

Once the border is ready to shift, it then has to determine what type of shift that will be.

When you have the exact same amount of expand and shrink points, there will be a 50/50 split between whether it will try to expand or shrink.
But if you have more of either one of those, there is an increased chance of whichever value is higher being selected.

This means if you have more expand points, there is a 65% chance of expanding.
While if you have more shrink points, there is a 65% chance of shrinking instead.
This does not prevent the other type of shift from occuring, but it does make it less likely.

If it decides to expand, and there are not any expand points available to be used, that will also prevent the border from shifting, same with shrinking.

The main method of interacting with the border through gameplay, is by leveling up.
Every level that you gain, you get an expansion point, which will eventually transform into 100 blocks of gained border.
When you eventually die, that will be reverted into shrink points, this aspect is entirely unchanged in function from Level Based Border.

Every border shift is by 100 blocks, Both expanding and shrinking.

Remixed Border Update : by hungwarrior 12/06/2021 2:29:21 pmDec 6th, 2021

Changed the name of the datapack from Hybrid Border Growth to Remixed Border, along with a total rewrite of the datapack.
Now there is more emphasis on fusing the two datapacks this was based on together into a standalone datapack, rather than just allowing them to work together.
