This data pack lets you place items for decoration.

How to use
To use this data pack type "/trigger ItemPlacement" in the chat. A menu will pop up in the chat open the chat to use it. To place an item hold the item you want to place in your hand and click the "Place Item" button in the chat. To manipulate the item you can use buttons underneath "MOVE:" and "ROTATE:". To remove an item click the "Remove Item" button in the chat. When you manipulate or delete items you do it with the item that is closest to you.

How to install
Write %appdata% in the top text bar in your file manager.
Find the .minecraft folder and open it.
Open the saves folder.
In there find the folder of the minecraft world you want this data pack in and open it.
Drag the downloaded zip file in the datapacks folder.

Do you think you could have all of the commands for moving, placing, rotating, and removing in a ingame book so you don't have to use the chat except for getting the book. Like (/function itemdec give_book)
gives the player the book to have all the functions. thank you. Awesome datapack though!

There's one minus in book commands. When you click to run a command it closes the book. But thanks for your suggestion. Reply to this comment if you really want me to add this.

I think that would be a good idea, Because you could carry the book around with you and then use it anytime, and you could copy it in servers and give it to players playing in survival mode. Thanks!

I will add that but about giving it to players playing in survival mode, survival players can also use the /trigger command.

Edit: How will it know what item you want to place if you have the book in your hand?
