Allows Mobs to do some basic parkour

I only made this because he never turned it into a datapack
only difference here is that mobs can do upward and downward 1-block jumps and they can only jump when they're on ground(which the original version somehow did not have)

-Mobs no longer attempt to jump on no collision blocks and liquids unless it is a climbable block
