Why don't you make it so that any entity killed by the Death horse would have a 10% chance to drop a wither rose?

Just a suggestion :)

How can I modify the weapons to also hit the players around and if possible also upgrade them

There's files under \tags\entity_types. You might be able to add minecraft:player and have the items do damage to players. There might be more changes you need to make, but I'm not sure since I haven't actually looked. What sort of upgrades would you want to make?
