The datapack works only the first time, the second time u can take damage and the heart won't decreased. If u have one half as soon as u take damage u should die, So i think u have changed only the hearts visually, U had to change also the damage calculation, or rather in the minecraft files u had to change the damage taken to all the Player's hp i think.
