This data pack skips the night if the number of people currently in bed, in the Overworld, is above a configurable threshold. This is mostly useful for servers. It also works for thunder storms, and has consideration for when people arrive in or leave the Overworld.

By default, 50% of the people online must be in bed for the night to be skipped. If you'd like to change that, you can find the configuration file at "data\sweet_dreams\functions\config.mcfunction" within the zip file of the data pack.

Anyone else get the problem where if someone goes to bed during the day it causes a thunderstorm? Additionally, sleeping during storms does not cause the storm to end

Which version of MC are you running?

I've had it working just fine on my own vanilla 1.16.1 server. Perhaps try disabling the other data packs one by one, and trying to sleep during a storm each time, to see if there's any interference from one of the other data packs?

I took all the datapacks off and restarted the server, same thing.
There is no message of how many more people are required for sleep when it's storming either

I'm still unable to replicate the issues you're describing, sorry.

The data pack intentionally sets the weather to thunder for 1 second after passing the night, as this has the effect of keeping the weather clear for longer than using the /weather clear command.

The data pack only passes the night, or clears the storm, if there are multiple people online in the overworld, and enough people are in bed. If only one person is in the overworld the data pack doesn't interfere with vanilla sleep functionality (which should pass the night/clear the weather normally).

I can't figure it out, but now I can confidently replace weather/thunder 1 with weather/clear where applicable. Everyone in the server is happy with the results.

Another issue is when 3 people are online, only 1 person is required to sleep to skip the night. It's not a big issue, just surprising. I figured it would require 2/3. Is there a reason for this? Ty for responding so far btw.

Scoreboard math rounds down, so when you divide 3 by 2 (for 50%), you'll always get 1 with minecraft commands.
