Triple Stimulus Voucher

So due to the pandemic, the global economic system was heavily damaged. So our gov issued the "Triple Stimulus Voucher" so called, in order to "stimulate" the business things. (more info: https://3000.gov.tw/en/)

I kinda want to make it survival friendly, but like not sure how to implement it into vanilla game.

Instructions:
/function voucher:give/voucher_purchaser to get a spawn egg. Use it to place down the counter.
Right click the villager "Clerk" spawned in the counter to start chat.
/function voucher:give/id_card to get your id card.
/function voucher:skip_fixing to skip the wait time (about 1 min)
