Goals:
This pack adds a new craftable Beacon to your world without disturbing anything vanilla. The goal is to make sure the pack can be used with as many worlds and other packs as possible; it's literally only a few functions (and 1 recipe & 1 advancement) and a Resource Pack, and doesn't even use a customized namespace.
How do Beacons work?
The Ultima Beacon is a very powerful and very customizable new mechanism, as described below. Making an Ultima Beacon is done on the Crafting Table; because of its power, the recipe is somewhat expensive....
Once you've placed your Ultima Beacon somewhere, you can place certain items in its 9 slots to create certain effects. To interact with the Beacon and manage which items are in its slots, right-click it — it has a 3x3 interface, similar to many other things in Minecraft.
There are 15 valid items an Ultima Beacon can use for effect, and therefore 15 different effects it can generate. Having 9 different valid items inserted from among these 15 creates the most powerful Beacons.

When you insert a valid item into an item slot in an Ultima Beacon, you'll see an animation of that item rotating above that slot on the actual block. This visual representation makes it easier to see which powers you've imbued your Beacons with. These change and are removed as you change and remove the items in the Beacon's slots.
You'll also see an interesting and mystical-looking rotating marquee of unfamiliar text around the Beacon for each valid inserted item. These also change and are removed as you change and remove the items in the Beacon's slots.
While inserting two of the same valid item has no practical effect (i.e. they don't 'stack'), it does allow for adding extra marquee effects to your Beacon. The vertical position of the marquee depends on the slot; the color and text of the marquee depends on the item in the slot.
The central lamp portion of the Beacon remains unlit while there are no valid items in any of the Beacon's slots, leaving the default Beacon base; the lamp stays lit (and rotating!) as long as even one slot has a valid item.

An example of a fully-stacked Ultima Beacon; this Beacon has Delay, Resist, Invigorate, Quicken, Return, Refresh, Bleed, Soar, and Sanctify.
With the effects generated by this example Beacon as a result of the items in its slots,
Final thoughts...
Each Beacon knows which player placed it; which entities the Beacon affects is largely determined by who its owner is. With regard to Ender Pearls, they can be used as normal by players that don't have an Ultima Beacon with Return overriding their effect.
One final note about the Return effect is that, if the Beacon's placing player uses an Ender Pearl and they own another Beacon with Return that's closer to them, they'll be returned to the closer Beacon.

•Slowness and Wither are maintained on all players within 32 blocks except the placing player •Strength, Speed, Haste, Resistance, and Jump Boost are maintained on the placing player while within 32 blocks •Full health is maintained for the placing player while within 32 blocks •Any hostile mobs (except bosses) that move within 32 blocks of the beacon are instantly removed from existence •The placing player can instantly return to the Beacon from anywhere in any dimension by throwing an Ender Pearl |
Final thoughts...

Changed the Delve effect to Charge, replacing Dolphin's Grace effect with Conduit Power when Heart of the Sea is used in an item slot. This was suggested by WilliamWythers!
This led to also changing the Illuminate effect to Darkness, replacing the now redundant Night Vision with inflicting Blindness & Night Vision on other players.

I do agree with your observation. The range of 32 was the best balance in my judgment for the Beacon on the whole, but this does make Dolphin's Grace rather obsolete. I also agree that Conduit Power is an appropriate replacement - in fact, I think it's a perfect choice.
