But for now, I have to do it in a way that avoids those bugs.
Bugs are also the reason that armor works differently, because armor makes noise when its damage is modified (MC-265389), so I can't use the same trick I use with the tools. I just gotta give it enchantments and hope for the best.
I hope that Mojang fixes these bugs eventually.
