(Resource Pack is only for the Wonder Flower sprite, not entirely necessary.)
Wonder Flowers can spawn in awkward spots around the world rarely, touching them will make the world wierd depending on the environment
Here's everything they can do. (they won't spawn in biomes I haven't done yet, but am happy to take ideas for other biomes and scenarios)
Basalt Delta: removes a lot of Basalt to allow the Lava to run more freely, also increases makes the lava rise by one level.
Crimson Forest: Replaces Shroomlights with Gold blocks, also replaces the Piglins nearby with Piglin Brutes.
Desert: Just sets a lot of fire.
Dripstone Caves: Makes the dripstone on the ceiling fall
End (All biomes): Tps random mobs (including those from other dimensions) to nearby endermen.
Flower Forest: Turns Flowers Giant (from my old datapack: "Bonemealing Flowers makes Bigger Flowers")
Forests (All of them): Spawns Large trees on top of the other trees
Snowy Biomes at day time: Melts snow and ice into water
Snowy Biomes at night time: Sets a layer of Powder snow on top of blocks
Lush Caves: Gives all mobs glowing and fills up nearby cave vines with Glowberries
Mushroom Fields: Gives everyone nausea, turns the mushroom cows brown, and gives them jump boost... for some reason.
Nether Wastes: the ceiling is lava.
Ocean: removes water
Nearby phantom (any biome): Phantom gets bigger and you ride it, it faces the direction you're facing, but watch out.
Soul sand valley: places wither roses on soul sand, and turns soul soil into soul sand (afterwards)
Swamp: Makes slimes bigger, gives them jump boost and turns water to slime blocks
Warped Forest: warps the forest. [it like... moves the trees in a wierd way so there's a lot of floating blocks.]
(The following are PeA_sh0ter's ideas)
Deep Dark: Makes a lot of creepy cave noises which sets off sculk sensors and distracts the warden
Dark Forest: Changes any grass it finds (the thing that gives you seeds, not the block) and turns it into emerald blocks... and also spawns a slow falling vindicator above it.
Mesa/Badlands: smelts all the nearby terracotta into it's glazed form.

Jagged peaks: The snow melts, making large flooded puddles, while the tall mountains dip down into the earth right below your feet, making the whole place quite wonky and wet. Good for finding caves and ores! (Other peaks like frozen peaks would have more water and icebergs while stony peaks would not have any!)
Cherry groves are filled with whirlwinds of cherry pedals, to the point of being like a sand storm, obscuring vision. Watch out for breeses that spawn!
Grove: The snow rises, and the trees sink, making you need to hop from one to another to avoid powder snow!
Snowy slopes: AVALANCH! Watch out as snowballs rain from above, below, and everywhere else!
Windswept hills: Wandering wonders! Wandering traders appear all over, bringing a huge herd of carpeted lammas with sky-high spit that will send you soaring! (Same with gravel windswept hills, but some gravel may fall too, and windswept forests may have some new trees sprout all over).
