You will need 2 programs: A photo-editing software (Photoshop, GIMP, aseprite) and WinRar.
To find all the textures and stuff needed to make a texturepack, you'll need to find the following stuff:
Open up your search menu and type: Run, then type %appdata% and follow the rest of guidance below.
Run > %appdata% > .minecraft > versions > (any version of the game) 1.16.3 > 1.16.3.jar (Open this with Winrar)
Inside the .jar file should be a folder called "assets" - Copy that entire folder out on your desktop and you'll have all the textures sounds etc. required to make a texturepack :)

note that this tutorial only works on windows. for mac, it uses the same general premise, but a different way of finding the .minecraft folder. this video really helps.
