Any programs to make a Resource Pack?
I always wanted to make a Resource Pack easy but someone programs like paint.net doesn't really help so much and doesn't makes easy to make Resource Pack.

For mobs I use MCSkin3D, for a start. But for the blocks, I can't help you, I use PS

Paint.Net is good. Most texturepack editors have a bag of tricks that they use to make textures. I know I do.
I really need an editor too but im not aloud to download stuff
Can you even download images or anything? You could draw them online and make them into a resource pack on your PC
Honestly, I am in the midst of making a texture pack myself! I use gimp for everything and i have to say even without the ability to edit presets, its a fantastic program
Paint.NET is what I use to make all my skins and other things. It's pretty good for pretty much anything. It may not be the best for high-quality things but it's worth a try. It's pretty simple to work with, too. Sometimes it's a hassle but usually really simple.
Personally, I use Paint.net to make all textures (I've tried to find good online texture makers, I found none, plus Paint.net is easy to use), and for sounds, I download them royalty-free and edit them with Audacity. You can use mcskin3d to edit mob textures though, that's a bit easier than Paint.net.
I use gimp for editing my resource packs, but it is a bit complicated, the only hard part is getting the pencil( or whatever tool u want to use) down to the correct size.
Use TextureEnder.jar if you want to make old packs from 1.5.2 and below into resource packs. And I use Paint.Net for image editing but I'm pretty sure there is better image editors for packs. Also, for chainging sound files. I think the best program is Audacity, it is for me.

personally, i use Paint.NET, and MCSkin3D for editing Mobs and such
