Any texturing tools?mouse
I really want to make a texture/resource pack but I don't know any tools. Do you know some

piskel (piskelapp.com) is a simple, pixel-art focused drawing program. It has everything you should need to start out. Because it is built to easily make animated sprites, you can use it to make animated textures or make multiple textures on the different frames of a single document and export it as a folder. It also has a "replace color" tool that lets you change a color palette for a whole image or set of images, so you could easily recolor different tool sets with just a couple clicks. It isn't the most feature-filled editor, but it is exactly what you need to draw texture packs.
However, I also recommend you read up on the folder structure and models as well, letting you make things like alternate blocks, different textures for damaged items, smoother animations for charging bows or compasses, 3d tweaks, and custom items / alternate item textures.

Just use tools you prefer (not MS Paint ok, it doesn't support transparency)
I'm using PaintDotNet for textures, it's like Photoshop, but free, has better (IMO) interface and less built-in (you can download plugins for more shapes, extensions, effects etc.) functions (90% of which are never used by a typical user anyway)

I don't really recommend using Photoshop for texturing, as it's mostly for just manipulating photos, not texturing. I'd recommend either paint.net, or gimp.
I recommend using Paint.net, Gimp, and/or Pixlr E. All are free programs with great tools. Paint.net has many similar tools to Photoshop, but without the cluttered GUI and can be made to have pretty much all the tools of Photoshop if you use any of the hundreds of plug-ins on their forums. Gimp is similar but I do not use it because its interface is annoying to me and I am used to Paint.net. Pixlr E is an online art program so you don't need to install anything and it has several of the same tools and filters, though if you get Paint.net or Gimp already the only thing Pixlr E may be good for is a couple filters that work slightly better on it.

https://www.planetminecraft.com/pmcskin3d/ is a great tool for making mobs/entities and you can edit any 1:1 or 1:2 ratio png image, just by reducing the resolution and using 2d mode you can make blocks and most other minecraft textures.
How to do that? like hiding bats everything except head and increase resolution
