I don't know anything about it, and this might be the stupidest question ever and i wouldn't know. I just am wondering what you guys use to make them, considering I would like to start making some.

get a default texture pack from vanilladefault, then open a pixel art website like piskel or pixilart and drag and drop each texture. then edit them to your likings, download them and rename them to the desired texture file name if necessary, and boom, texture pack.

At the bottom of the texture packs page is a link to the Texturing 101 group which has some basic tutorials and some links to further help.

If you're asking how to make the texture graphics: I use GIMP - GNU Image Manipulation Program which is a legally free program (under a General Public License v3 & later), but any program that will output the file as a png file will work. [If you're already familiar with a particular program, it would probably be best to stick with it (at least initially) as there can be a steep learning curve with the more capable graphics programs.]

There have been recent changes in how files are structured and folders are named so is is critical that you work from tutorials that are for the same release number as you wish to use the pack with or it will not work.
Something that can help with this (and many other things) is to find, download, and analyse a few texture packs for your preferred version. (Particularly as regards getting the file stucture right.)

This can help with where to find resources: e.g. looking through my recent Stupid Cupid Redux would show that the vex and vex_charging pngs are located within the illager folder.

https://github.com/InventivetalentDev/minecraft-assets is a useful site for downloading asset files
while https://mcasset.cloud/ allows exploration without downloading.

Microsoft Paint is a good place to start and pixel new textures. You will need to assemble your textures in a specific .zip Ressourcepack.
For the structure you can watch YT Videos or download other Packs. This Video seems helpful.

For more advanced stuff you can use Cubic or Blockbench.

I recommend watching YT tutorials and asking specific questions about problems you encounter.

Lerning how to make a Ressoucepack is neither hard nor easy. But it will take some time and effort to learn the basics.
