Resource Pack Help

I was wondering how I could create a miscellaneous resource pack without getting it removed by a moderator. Let me explain in full detail.
I created a skin of one of my favorite video gaming characters that was later deleted due to being "a spam skin". I was a little peeved off, but at the same time it got me thinking: What if my resource pack was deleted for a similar reason? I've got the basics of creating a resource pack in mind (such as creating the pack.mcmeta, pack.png, language files, etc.), but I think it would be the textures that would get my resource pack deleted from PMC.
Before you ask, I did read the submission guidelines for resource packs.
These are some of the questions I have:
1) Is GIMP a good tool for creating textures?
2) Would I be able to use royalty-free textures and music?
3) Can you guys offer me any tips on how to NOT get my resource pack deleted?

Just put effort into the pack, make it original, and follow all the rules. Your pack shouldn't be removed if you follow those steps.

1) Thanks for the confirmation. I have GIMP installed, I just never really used it too often.
