I want to make a resourse pack for a map but I can't find a good program. Can anyone help? Thanks

For Bedrock Edition packs, bedrock-samples on Github is the go-to for reference for texture packs, sounds, etc.
You really don't need a "program", For texturing I usually use paint.net, You can also use GIMP if you'd like.

First question is what do you want the pack to do?

Both links given by TimeWarpDrive appear to be limited to creating the graphics.
For that part of a texture pack I tend to use GIMP which (like other high end programs) is probably overpowered if you just want to do a few simple graphics.
(GIMP - GNU Image Manipulation Program is a legaly free program (under a General Public License v3 & later)
Any program that will export in .png format will work, however.
In terms of getting the images into the game one also needs to construct a folder structure with the appropriate control files (at minimum a pack.mcmeta file).
https://mcreator.net/about/minecraft-resource-pack-maker is used by some (and see their tutorial @ https://mcreator.net/wiki/how-make-minecraft-resource-pack ) but I've not made use of that site.
