What texture pack creator do you use to make your textures? I'm just curious, I use novaskin but the site is down so i'm limmited to creating textures.

I have a feeling you're wanting a dedicated program for texturing and compiling a texture pack. Sadly, aside from Novaskin (and I don't recommend using this service) there is no up to date option. Instead, try using either one of those programs mentioned above to create your textures.
