$300 Ready to spend on creating a unique server

Hello I am new to creating servers, so this will be one of my first projects, and i want to definitely make it a very unique server.
I have $300 to spend on it, I am asking that what is the best minecraft hoster/vps to go with for a starting server?, i am willing to put months into building the cities/places on this server so there will not be many people on within the first few months of it being up. I would like to know the cheapest, and the most reliable.
I am also looking for a plugin dev to create us many different unique plugins, including a very heavy mmorpg plugin which this server will be based around, plus plugins for minigames etc.
A building team may be needed since i want this map to have insane detail, and very big structures and cities.
I would just like the know where i should start, and what i should really put my money towards, because i really want to make this big.

Hello, DCWaffle here. I am an actual server owner with experience. It seems I may be the first actual server owner here, excluding nickfromgreece. Do NOT go with MCProHosting. i can not stress this enough. They overcharge, and to be honest, they do not give even the slightest shred of decent hosting. That is, however, my own opinion. Whether you would like to take it or not, I can prove my worth. I have owned many servers, including Play.Doicraft.Com. I don't own it anymore, I sold it. I have ran hosting companies and built my own PC just for Minecraft. Take it or not. Anyways, you will want to be able to get a combination of things with your, believe it or not, small budget. You will need building, a domain, hosting, graphics, and staff. If you would like to contact me via Skype, I can give you many connections to all of said requirements. Although, you don't really need graphics and a domain, I would advise that you get one. They will make your server look professional and also a domain is just way easier to type than a bunch of numbers.

If you want a decent host, dont go with MCProhosting, as far as I know its a shared host and for the amount of money you are willing to give there are plenty of hosts that give you full root access which allows you to customize the entire system the server is running on.(They might offer root access I haven't used it they might do but I don't think so.)
