I have run into this problem where i ban someone and ip-ban them which doesnt help becasue they are probably using proxy server and they still able to get on after i ban them. They can also rank themselves with pex which is what im using. What has minecraft come to now a days with mods that are unstopable??

well i still cant found out how they got the highest ranking, but i managed to find out who it was, gjones1. Im trying to find some ways to identify people other than ip and name and prohibit that.

This is incredibly stupid and inappropriate advice to give. Anyone who you ban should also be IP banned. Not everyone can change their IP and intentionally not IP banning people just gives people the opportunity to login with a different account.
pwngponyI have done a lot of testing in the past and you could not rank yourself higher and make yourself op. I tested this again and i got the same results. My server use to be fairly popular with people on 24/7 and now with this it has gone downhill very fast. It wasn't a misconfiguration.
If you can't rank yourself higher then clearly you have no problem and they can't be doing what you say they are. Do they actually type rank-up commands in the server command window? The only other possibility is they have somehow got a name in your ops.txt that is opping them. Check your server logs and your ops.txt

If you ban their username they won't be able to re-enter without using a different account. If as you say they can rank themselves up then you have configured PEX wrong. Delete yourself from the permissions file and ops.txt, if you can use /op or /pex or whatever then you have clearly set something up wrong.
