Do You mean like a Your own computer host? or a Website host?
I don't have enough money to pay for a website host, so it'd be from my own computer.
What is the server for? Player count wise
I have multiple ideas.
Some ranging from city build easy creative servers, to one I want to do about Guardians of the Galaxy, like a mini game server of sorts.

You cant have many people if you host yourself....
I know, but it's the best I can do since I cant pay to have a server hosted for me.

Unless you somehow have access to an internet service with little-to-no upload cap, you will run into latency (lag), let alone all the other issues that stem from hosting a server off of a home computer.
First, ask yourself the following question:
If you can't do this, then take a step back and really see if hosting a server is right for you.

I have an extra laptop I don't use that stays on all day anyways.
Laptop specs can be incredibly weak at times. Have you tried running vanilla minecraft already, and have seen that it can at least run single-player?
I have. It runs well.
