I want to create a server, but I am no good at it, and It really stinks because all my attempts at a server fail very much.If you are any good at making them please let me know on PM or Skype at NethanaelJ thanks

I have. It runs well.
Laptop specs can be incredibly weak at times. Have you tried running vanilla minecraft already, and have seen that it can at least run single-player?
I have an extra laptop I don't use that stays on all day anyways.
Unless you somehow have access to an internet service with little-to-no upload cap, you will run into latency (lag), let alone all the other issues that stem from hosting a server off of a home computer.
First, ask yourself the following question:
If you can't do this, then take a step back and really see if hosting a server is right for you.

"Do I really want to keep my computer on almost all the time, and give up using it so the server can run reasonably well?"

You cant have many people if you host yourself....
