Whenever my player chats on my server they get an error cannot send a chat message. This is on the spigot with plugins. Please Help

It's a perm plugin error. It occured to me a lot when I used PEX, so I would recommend switching to LuckPerms :p
Are you using any chat plugins? My guess is that your permissions need better fine tuning, so look into permissionsex or lucky perms and make sure that your users are allowed to use that plugin.
