Which is better depends on what one is trying to do.
Mods can accomplish things that datapacks simply can't, however (and partially because of this) mods are more likely to have compatibility issues either with different game updates or with other mods.
Generally speaking, if the change one wants can be accomplished with a datapack, this is the route that should be taken.
