Disabling an animation on Resource Pack

Hello there, I hope this is the right place. But I am new to making resource packs so I am wondering if its possible for me to disable the regeneration animation on the health bar so I can have a static health texture. I am asking this because the resource pack I am making is for a mode on my server which keeps players regenerating and I'd like to make it still as if it was a normal bar via the pack.

The server is in 1.15 and I am working to add other support to older and newer versions

I at least need to know on the 1.15 pack.
