Google didn't bring up any searches, so I am not sure what you're referencing but the only "official" Minecraft apps I know are the Minecraft Pocket Edition and Minecraft: Education Edition.

I'd suggest checking out "Member Levels" section (Community -> Members -> Levels). It explains the experience system and showcases the rewards

EXP is earned by getting views, downloads, likes, diamonds and subs.


If you mean Planet Minecraft, then yes it is fan made.
