I cannot seem to figure out how to make a texture pack for planet minecraft

Have you looked through the tutes at https://www.planetminecraft.com/group/texturing_101/ (linked from the bottom of the texture pack page)?
Alternately, do you have a functioning pack, but are unable to post/upload it?
In either case, mentioning the version[s] you're working in (both java/br & numeric) would help guide answers
