Mods. Motion blur can come in a shader pack for the Iris mod, which is for Fabric. Here's my slightly outdated mod list suggestions: [ L I N K ]
To make the game run faster you can try lowering your graphics settings, like the render distance. Or you can install fps-improving mods like Optifine.
i need settings like motaition blur, becouse i have in java edotion 700 fps
700 fps? 700 FPS?!?!?! Well, that's more then enough because on my computer it runs at 60 fps and with shaders 40 fps :/
If you want to keep the motion blur You can also lower the resolution. That has an impact on fps and might make it run smoother.
