Yes that is actually quite normal :p
Whenever a tool with no enchantments has 1 hit left before breaking, the durability will be 0. Why Mojang made it that way... Well I have no clue, but it is normal :p If you want to test it out, try taking a wooden pickaxe and wear it down till it only has 1 hit left. Then you'll see the durability is = 0 as well :D

This is true, although I didn't know it was different for tools with enchantments
Well, only tools with unbreaking. Unbreaking prolongs the lifespan of any tool, which means that - depending on the level - the durability becomes less and less accurate :')
No. It has 'unbreakable' nbt tag on it.
