I just need a list of every towny command regarding the jail. How to set the paybail, how to set a different amount of jails, how to keep a resident from breaking the jail while in it, how to do just about anything with the jail.

If people are jailed, they cannot break objects within it as far as I recall.

Can't speak for the detailed mechanics as I haven't played towny in a good while. Joining an established towny server and asking may yield more live input, assuming you can find a helpful person to answer those questions.
Okay, I jailed a player to test it out. When jailed they were able to break blocks, how is this? And how do I change it? Also, when they attempted to teleport out, it first said they couldn't like it should. But it also said they they had just escaped prison. Then they were able to try a second time and successfully teleport out. How is this possible? How do I change what a jailed player can and cannot do? The link you provided did not have anything on this...
This is all great thanks. But it doesn't specify how to set a paybail if a prisoner wants to get out by money. Also, can you have different paybails for different jails? How do you know which jail is number 1, 2, 3, etc.
