Unusual Server Lag

So i've been seeing some weird things happen with Minecraft lately. Back when I first made a Forge server a few weeks ago it never had a single bit of lag. But now I get the message "Can't keep up", or "You moved too fast" every 1-2 seconds, along with mobs not taking damage, blocks regenrating after being broken, or all entities teleporting. This server is run on the same computer that I play on with NO mods, my PC specs are:

i7-6700k quad-core CPU,

32GB of ram (16GB is usable),

my GPU is EVGA GeForce GTX 1080 FTW Gaming ACX 3.0

on a Gigabyte z170x Gaming 7 motherboard.

When I tried performing a speedtest my results were 20 ping, 171.88 mbps download speed, and 5.36 mbps upload speed. Then I tried to make a Spigot server and it worked perfectly, again with no plugins and not a single bit of lag and I could fly around as much as I want to. What do you guys think could be the issue? I've tried just about everything including adding more ram in 1GB incriments up to 6 when I stopped, but this seems really odd to me. My only other option was to get a dedicated server through a host.

could be world gen lag? also in task manager set the affinity of the server to threads 1,3,5 and 7, and the client to 0,2,4 and 6

not sure, but i'll try what you suggested. I seem to have found something else today that has helped. in task manager aswell, switching to "process from all users" allowed me to switch priority of the server, java.exe, to realtime

how much of the ram is actually allocated to the server?

yup, i've connected using both localhost and using my own personal IPv4 address. Just tried it with a vanilla minecraft server and it also has the same issues.

No idea what could be causing it

You and me both, like I said when I first made the server it never lagged one bit then one day it just started to lag more and more. Not really sure what could have changed.
