Well, i want to create skins and edit them, and i know there is

I don't suggest browser-based skinning sites (like Minersneedcoolshoes, skinex, skincraft, etc). The problem with them is that they come with an armory of stolen skin parts and make it incredibly easy to create unoriginal/stolen skins. If you're careful to only create your skins from scratch, though, they're ok.
I also don't suggest drawing programs such as Paint.net, photoshop, GIMP, etc. The problem with them is that you're forced to draw directly onto the char file--you can't see a 3D view of the skin as you draw. While some people can make great skins just by drawing on the texture file, personally I need to see the 3D model as I skin so that I know what goes where.
What do I suggest, then? MCSkin3D or SkinEdit. MCSkin3D was actually created by our moderator Paril, and he gladly answers questions you have about it. MCSkin3D has most of the functionality of drawing programs like Paint.net or GIMP, but allows you to see the 3D character model as you skin. Additionally, it has armor and mob support, if you feel like skinning those as well.

Don't use Minershoes, Novaskins or any of those "part-picker" sites. Any skins created by those tools will be banned for being unoriginal, as you yourself did not create the skin 100% from scratch. Be warned.

I use the skindex's graph on a skin itreally helps!
If you use paint.net your minecraft skin will have a blank face
That is MS Paint, not Paint.net. Get your facts right
MCskin3D then if you want to look at shading thats a whole other story...

You know, I am going to try to have a skin contest to make my skin on my profile pic.
easiest program I use is actually Paint.net, you can have a wide range of custom shades and presets for all you rskinning needs, then use minershoes for the 3D previewer
