Whats a datapack? Why not do a mod instead of using datapacks? I am constructing a mod called Monsters In a Bottle which adds 30 new monsters to your world.
datapacks are mods but they're actually supported by vanilla minecraft, using vanilla's inbuilt system.
Its better than mods in some ways as it can be used by literally dragging and dropping the pack file or inserting it into your world save
