theres the slime sword mod it 1-2 shots everything in game
Then you would simply make an item with enough damage to two-hit a mob, simple enough......if you can code.
A Diamond Sword with Sharpness IV Or V would two-hit a mod, but it wouldn't two hit an Enderman, it would also one-hit any passive mod (Chicken, Pig, Cow, Sheep)
a wooden sword does 2 hearts doesnt it??
I meant two hits and then the mob is dead

The only way I know how to lower damage is by giving the weakness effect. not sure what the id is.

If you mean damage output then yeah enchant it with sharpness
If you mean damage value (durability) then yes you can spawn in an item with any damage value you like!
The command is /give [player] [id]:[damage] [amount]
Example a diamond sword with 1000 damage (taken of):
/give me 276:1000 1
This works for any weapon or armor piece.
Items get a negative durability when you use a higher damage value then the full durability
